Biographical Text

For over two decades, Patricia “Pat” Mulroy has managed southern Nevada’s water, working at conservation efforts and to add to the area’s water supply as the general manger of the Las Vegas Valley Water District (LVVWD). Mulroy also organized the Southern Nevada Water Authority (SNWA), a regional cooperative of water companies, in 1991 and has served as its manager since its creation.

Pat Mulroy was born in Germany, to an American father and a German mother. She grew up on an Air Force Base in Germany and first moved to Las Vegas for college. She earned her bachelor’s in 1975 and her Master’s degree in German Literature in 1977 both from the University of Nevada, Las Vegas.

In 1978, Mulroy began working at the Clark County Manager’s Office. She quickly demonstrated an aptitude for politics and soon took on the lobbyist position for Clark County, travelling to the state capital, Carson City, to advocate for the county.

Mulroy first went to work for the Las Vegas Valley Water District in 1985. Four years later, in 1989, she was made general manager. As head of the LVVWD, she made many changes, including mandating conservation for the strip resorts and the use of recycled “graywater” for water attractions. She also worked to secure additional water allotments for southern Nevada, as it grew rapidly. Mulroy continues to head the Las Vegas Valley Water District and the Southern Nevada Water Authority.

She is also active in regional and national water issues. She serves on the boards of the Association of Metropolitan Water Agencies and the National Water Resources Association. Mulroy has received many honors and awards, including the inaugural WRIN Leadership Award in 2009. In 2011, the University of Nevada, Las Vegas honored her as Alumna of the Year. Mulroy is also committed to education and other community causes
